There are swimming pools of basic quality in Villeneuve and Chantemerle, clearly sign posted throughout the villages. Monetier has the baths, which are a bit run down, however the new ones should open sometime next year. Having cost € 12 million these are being touted as the business. They will have open air hot pools, saunas, hammams and restaurants.  If you really want a proper swim in a modern building the best is Briancon, it even has slides.
